Launched at the United Nations in 2015, Strong Cities is an independent global network of more than 230 cities and other local governments dedicated to addressing all forms of hate, extremism and polarisation at a local level. The Network fills a critical gap in efforts that have traditionally overlooked the unique roles that sub-national governments can play in preventing and responding to these threats, complementing both existing security-led measures and grassroots efforts led by civil society stakeholders.

This role will sit within the Network’s Middle East and North Africa (MENA) Regional Hub, dedicated to Strong Cities regional coordination, engagement and activities as the Network seeks to deliver on a new strategy to enhance its impact at a city, national, regional and global level. The Strong Cities Network is hosted by the Institute for Strategic Dialogue (ISD). Location

The selected candidate will be based within IOM office in Erbil with travels to Baghdad and the six PoA locations (Mosul, Tel Afar, Hawija, Halabja, Zubair, and Fallujah).


Contract type

Consultancy contract - fixed term for 8 months.

The role

The purpose of this role is to support Strong Cities’ engagement with Iraqi cities and stakeholders as part of a 10-month project with the International Organisation for Migration (IOM) in Iraq. The latter is supporting the Government of Iraq (GoI) to roll out its “National Strategy to Combat Violent Extremism,” adopted in 2019 by the National Security Council and Endorsed by the Iraqi Prime Minister in 2021. More specifically, IOM is supporting the GoI’s Implementation Committee to pilot the National Strategy in six locations, working closely with local and regional authorities, civil society organizations (CSOs), communities and other stakeholders to develop and roll out Plans of Action (PoA) based on priority components of the overarching Strategy.



Key responsibilities include:

  • Serving as the in-country point of contact between Strong Cities Network, National PVE Committee, the 6 district PVE sub-committees and IOM.
  • Working closely with other relevant capacity-building/programme implementers to share and scale up lessons learned across the Iraq that are pertinent for municipal and other sub-national-level policy and practice.
  • Working with Strong Cities central team to develop policy learnings, good practice case studies and recommendations that draw on the experiences of cities and other sub-national authorities in the country.
  • Develop policy briefings, training manuals, guidelines, blog posts, and quick-turnaround research analysis briefings for dissemination to project and other relevant stakeholders.

Job requirements

The ideal candidate

The successful candidate will be a core member of the Strong Cities’ MENA Regional Hub team, supporting the team in strengthening the capacities of the PoA sub-committees and empowering them through training and mentorship. This will enable them to turn the recommendations of the local PoAs into practical initiatives, which aim to make a tangible and sustainable difference in the targeted locations, contributing to the overall CVE strategy of Iraq and fostering community resilience against violent extremism.  


The role will have primary responsibilities for project management, stakeholder engagement in Iraq, capacity-building activities management and reporting.
