The Network fills a critical gap in efforts that have traditionally overlooked the unique roles that sub-national governments can play in preventing and responding to these threats, complementing both existing security-led measures and grassroots efforts led by civil society stakeholders.

This role will sit within the Network’s Middle East and North Africa (MENA) Regional Hub, dedicated to Strong Cities regional coordination, engagement and activities as the Network seeks to deliver on a new strategy to enhance its impact at a city, national, regional and global level. The role will be specific to the implementation of the IOM funded capacity building project in Iraq. The Strong Cities Network is hosted by the Institute for Strategic Dialogue (ISD). Location

The selected candidate will work fully remotely. Please note that one time travel to the Middle East will be required. 


Contract type

Consultant - Contract length to be agreed upon with successful candidate and dependent on level of effort required to complete the project.

The role

The purpose of this role is to support Strong Cities’ engagement with Iraqi cities and stakeholders as part of a 10-month project with the International Organisation for Migration (IOM) in Iraq. The latter is supporting the Government of Iraq (GoI) to roll out its “National Strategy to Combat Violent Extremism,” adopted in 2019 by the National Security Council and Endorsed by the Iraqi Prime Minister in 2021. More specifically, IOM is supporting the GoI’s Implementation Committee to pilot the National Strategy in six locations, working closely with local and regional authorities, civil society organizations (CSOs), communities and other stakeholders to develop and roll out Plans of Action (PoA) based on priority components of the overarching Strategy.


Key responsibilities include:

  • Identify in collaboration with the team the key themes and topics for capacity building based on the outcomes of the self-reported assessments of the PoA sub-committees.
  • Develop a comprehensive ToT training curriculum, including training modules, activities, exercises, monitoring and evaluation tools, and handouts, for the benefit of in-country facilitators and responding to the needs of PoA sub-committees. The content of this training is expected to focus on strategic communications, stakeholders' engagement, monitoring and evaluation, and preventing hate, extremism and polarisation.
  • Deliver a five-day in-person ToT training for in-country facilitators based on the developed training curriculum.
  • Develop and deliver online mentorship sessions following the ToT training to address the needs of the participants and guide them throughout the process of delivering their trainings for the benefit of PoA sub-committees.

Job requirements

The ideal candidate

The successful candidates will collaborate with the MENA Regional Hub team to develop and deliver a five-day Training for Trainers (ToT) on strategic communications, stakeholders' engagement, monitoring and evaluation, and preventing hate, extremism and polarisation for the benefit of in-country facilitators addressing the needs of PoA subcommittees in six different locations in Iraq. Both consultants will be responsible for developing and facilitating this comprehensive ToT training curriculum, as well as preparing for and facilitating follow-up virtual mentorship sessions guiding participants throughout the training process.
